3d mouse not working when placing base view

In an idw, when I place a base view and choose "change view orientation", my 3d mouse won't work. I can push F4 and rotate from there, but it's an extra click which shouldn't be necessary.

Any ideas?

System:
Dell Precision 370
P4 3Ghz, 2G Ram
ATI FireGL V3100
Magellan 3DConnexion Mouse
