Tool tips for every icon?

Sure would be nice to have tool tips for everything pop up when you hover over new icons... I have no idea what some of these mean..

I just thought it would have been nice with a preview like this with new commands/icons,etc.. that EVERY button had an tool tip. I was getting sick of having to go into the user guide and hunt for what each unlabeled icon did.
