running 2008 Content Center locally error message

We have a Vault 2008 Server with the all the supplied Content Center
Libraries. The Content Center libraries are also installed on my IV2008
laptop, so I can use it while disconnected from the server (localhost). In
the old Inventor 11, while in an assembly, I could login to the local ADMS
with the Read-only box ticked, and create an item (ie: bolt) from the
Content Center.
Now when I do this using 2008, I get an error message:

Vault file status for
C:\Vault_Work\Library\Content Center Files\en-US\.....\filename.ipt failed.
Please verify if appropriate Vault system is installed. The command has been
aborted.

If I uncheck the read-only box & sign-in, it will work as expected.

Can someone help me with this one?
