I dont know if this is intended behavior or a bug. When I use pre-made templates for drawings it automatically creates it as Sheet 2. I cant see any reason anyone would want this and it generates admin work when exporting to other formats. Is there any way to not have it include the unwanted sheet?

It could be because your template may have multiple sheets.
If so,
1. Open your template (like you open a normal file)
2. Delete the extra sheet
3. Save/Close
4. New from template and see if this fixes the issue.
If not, can you post your template and steps to reproduce.

Its impossible to delete "Sheet 1".
From any drawing I open up the template.
I check that there is only Sheet 1.
I right click "Sheet 1" and "Create Sheet Format" and name it.
I save.
I make another drawing and if I pick anything but the "Use Template" option then it creates a Sheet 2.
As far as I can tell this works the same on any drawing template, including the default Inventor ones.
Upon drawing creation from template, If you are not wanting to use the default sheet 1 are you changing the sheet format ?
If so this does indeed add a sheet 2, you then have to delete sheet 1. A sheet needs to remain visible at all times. default behavior in 2020.

When creating a new drawing, you automatically get a default sheet - this is Sheet1. When you click on preset sheet formats and create a sheet format, we create a new sheet and insert the sheet formatted views in the second sheet. This is done primarily to not touch or disturb your first sheet.
Simply ignore the default sheet or delete it after you perform the sheet format command. That should fix it.

So this is by design?
In my opinion this kinda defeats the purpose of this otherwise great feature.
Everyone of my colleagues using this feature has though the same. At first they thought they did something wrong, and then learned that this is the intended behaviour.
Maybe someone will add a wish so we can at least have the option to "replace sheet one" or something similar.
