Error message: The Menu group INTENT is loaded already

I am trying to get a clean install of AutoCad 2013 and Intent 2013. I uninstalled all autocad and Inventor 2012 and installed autocad 2013. Then I installed Autodesk_Inventor_ETO_Series_2013_R2_ADN_English_Win_64bit.part1 and part 2. At install I just selected the ETO.

   It created a autocad Intent icon but when I start the program I am getting the message:

Error message: The Menu group INTENT is loaded already.

Are there any instructions about cleaning up the registry or something else I can try?

If I try to add folders to the Tools/Options/Intent Design Files Search Path I get a fatal error and it crashes.

So I can run the AutoCad 2013 but can't run the AutoCad 2013 Intent.
