Have to enter a form twice

I have a very simple form with radio buttons that toggle some multi-value parameters. I have a simple iLogic rule that pulls up the form and suppresses or unsuppresses (Component.isActive()) components based on the parameter values. When I had a 2-piece assembly it worked easily every time. Now that I have 6 sub-assemblies in there, I find I have to launch the form twice to get Inventor to suppress/unsuppress the parts/assemblies. Any idea why?

Well I solved it in a round-a-bout way by making a "top level" rule that calls up the form then launches the original rule (with form removed). For some reason, that works
