Cannot access custom built add-ins through add-in manager (Inventor 2012)

I am attempting to build my own add-ins that will replace VBA modules written within Inventor.  Unfortunately, there appears to be no "Addins" folder located anywhere on my directory.  I have tried making my own "Addins" folder in the locations dicdated by Autodesk:

 

C:\Program Files\Autodesk\Inventor 2012\Addins 

C:\Program Files\Autodesk\Inventor Addins

 

I build my add-in, specifiy the .dll location, place my .addin file in the created folder, open up Inventor, and then open the Add-Ins manager but my add-in does not appear in the list

 

Am I missing something critical?  Is there anyway to tell the Add-Ins manager where to look for the custom built .addin files I create?

IV 2012 was the first version to support registry free add-ins but if I recall correctly it was buggy at best. IV2013 was really the first release to properly support them. There is good information in the developer help for 2012 but I think you might be better off to use the registry approach for that version.
