WIN 7 shutdown launches transfer utility

The Shortcut to Shutdown Windows XP was

Window key / U (Shutdown) / Enter

 

In Win 7 this same key sequence launches the license transfer utility.

 

How can I change the Shortcut to stop accidentally running the utility?

In Windows 7, the key sequence for shutdown is

 

Windows Key > Right Arrow > Enter
