Using too many network licenses (Revit and AutoCAD)

Background:

We are on subscription, and have been using our license file for Building Design Suite Premium, which contains 10 licenses.

We have network users on Revit 2011 and Autocad 2011.

 

Problem: Licenses being wasted.

With our previous license file (issued for Building Design Suite Premium 2013), pulling network licenses seemed to work fine: users would only pull 1 license, even if they had Revit 2011 and AutoCAD 2011 open simultaneously.

Recently we updated to Building Design Suite 2014 license file.

Now, when users open Revit 2011 and AutoCAD 2011, they are pulling 2 Suite licenses, and our licenses are getting used up twice as quickly.

Its my understanding that since their software is the same version (2011), they should only be pulling 1 license?
