Unable to obtain Civil Design License

At our company all our users obtain a license from a Autodesk License Manager (ADLM). I have one user that can't obtain or validate a Civil Design License. We have decided to use a resource file to restrict usage by our occasional AutoCAD users and I have setup groups for all of the packages we use at this company: AutoCAD 2000, Map 2000, Land Development Desktop R2 and Civil Design R2. I have double checked that the user is in the appropriate group to obtain a Civil Design license. I have reinstalled all of the Autodesk software and I have even gone to the extreme of reinstalling his OS and all of his software, erased his roaming NT profile off our network and he still can't get a Civil Design license. Other users can log into his machine and obtain a license. The exact message he receives is "No Valid licenses found." He hits OK and a message appears "Do you want to license this product now?" When he hits yes another screen appears saying "Unable to license application." Then two more dialog boxes appear saying "No licenses available. Application not licensed."

Any help would be greatly appreciated.

Stephen,

Set your log file verbosity to 9 then have your user having the problem try
starting Civil Design. After the startup fails open the adlm.log file in
note pad and look for that user's login name near the bottom of the log
file, there should be an error why AdLM did not grant the license.
