Unable to activate Vehicle Tracking Standalone

I have a user with Network Civil 3D 2014 + other IDSP software.  I have a Standalone version of Autodesk Vehicle Tracking.  I cannot activate the Vehicle Tracking add-on.  When clicking the ribbon buttons it give an error of unable to retrieve license.  I was expecting an activation screen of some kind.  I made sure the installation of Vehicle Tracking was installed as Standalone.  Is there a way to force activation?

vehicle tracking needs to be network also

Sounds good to me.  Just wish the conversion from standalone to network was free.  But I would rather have a network version of it anyway.  It's one of those software add-on we use about once a year and then forget about.  It would be a pain to transfer around.  Thanks.
