If the license isn't free after the program is closed, check the following:
acad.exe has successfully exited from the Processes tab of Task Manager. If acad.exe (or inventor.exe, etc.) is still running, the license will not be freed.
Also check to make sure that the license isn't being borrowed for some strange reason.
Otherwise, if the free licenses aren't returning as a result of just being idle, then yes, that adskflex.opt options file works like a charm.
