PDSU Will Not Return Borrowed License

I have a user who borrowed a license of PDSU_F and 85846INVPROSA_2012_0F and cannot return them. Since he borrowed it the license file has been updated so he can no longer return the license. Usually when the license file is updated it no longer knows about the previous borrows, in this instance it is still listing his license as borrowed. I know it can't be removed with lmremove, so I had him delete the registry key associated with the borrow and then I forced the license server to re-read. The license is still borrowed by him. I checked that the listed hardware is the same as the one he performed the registry delete on and it is, he said he doesn't have another computer to log in to.

Bottom line is, how do I get this borrowed license back into the pool?

I did not, just a re-read.  I'll try stop/start next.
