Osnap jumping around

I'm using 2014 FAB MEP and my drawing has started having issue when I use the UCS2 tool bar and, for example, I want to rotate a fitting in a SE viewport and I use the UCS2 to change the rotating angle to 'right' so that I can rotate  and not change the viewport from SE. When I attempt to rotate, the osnap (node,center,end point, whatever) will recognize the snap point but the pointer will jump several inches away from the snap point that was aquired. Very aggrivating and time consuming.

I did notice when I open a new drawing and try the same scenario I don't have the same problem. Apparently my drawing has an issue. How can I fix it??

Try copy/pasting the items within the non-working drawing into a clean drawing.
I'm not aware of a "fix".
