operating system compatibility

I have only one little question.

Is AutoCAD LT 2013 compatible with Windows 8.1 ?

It's not supported by Autodesk or Microsoft or anyone else.
But Microsoft offers tips on how to run old software in newer Windows versions, go over there and read up.

Dean is right.  You have to be careful with Microsoft because they are incorrectly stating that LT 2013 is compatible when it isn't.  Like others on the site, I have voted that it is not compatible.

Your best bet might be to run in compatibility mode after SP2 has been installed.
