Moving license to earler version of Civil 3D

We purchased a license for Civil 3D 2015.  We need to use Civil 3D 2013 on an upcoming project.  I exported the license from my 2015 software and then installed 2013 on my machine.  2013 does not accept the product key and serial number that I originally used to activate 2015.  What do I need to do to activate 2013?

serial numbers and product keys change with every release
