Try to use another user with admin right to login your system and then install.

I ended up upgrading to windows 7

Should I make a new thread for my problem below?
Now when I open 3dsmax 2013 it takes about 3min to load and uses 475 024k while loading. When open the render dialog it also takes 3min to load.
 
latest update installed
Updated to version 15.5.121.0 (3dsMax2013_PU05_Win_64-bit)

That does not sound abnormal to me.  Many of those factors will be based on if your hardware meets system requirements.

Thanks for your reply TravisNave.

I have never waited this long for max to startup. Its a empty scene. When I open the render dialog it takes another 3 min.... not to render anything just to open it. 

My PC is a couple of months old. Dont have the exact specs. Will look in the morning. Its 3.0 GHz  with 16 gigs ram its pretty standerd.

Think my problem is similar to this. None of their solutions worked for me.

Looks like this has something to do with Vray. Re installed everything. Max 2013 take 17 sec to start up without vray... with vray it takes 2 30 min . Will head over to the chaos group forum.
