Limiting Borrowing and Returning early?

I was thinking LMTools use to have a setting to limit the length of time a person could borrow a license. But glancing I can't remember where it is and I don't want to go playing with the server while people have seats out. The other question is we have a user who has two seats checked out to him. One is on a computer I am not even sure exists at least not anymore. What is the best way to return that license? Do you still have to go through the command props for that?

you may have to wait for the borrowing expiration to expire for that computer

i don't know a way through the command line to do that

if you can find the computer there is a registry key you can delete
