License Transfer Utility Issue

I am trying to transfer Autocad Map 3d 2013 from my old PC to a new PC via the license transfer utility. When exporting the license, I get the error "serial number not valid" I verified the serial number on the disc and the serial number is correct. My product key is correct also. However it still keeps giving me the same error. I am unable to transfer my license to a new PC. Please help as soon as possible.
