This error is usually caused by selecting a ctl
file during the import that is out of date. Go back to the source machine and
re-export the license (you can do this multiple times to the same target
machine). On import make sure you select the last created ctl file. In
addition make sure that you have not already imported the license successfully
to the target machine.
