License Taking Sequence in Building and Infrastructure Suite

I have got

9 licenses of Building Design Suite Standard

3 licenses of Infrastructure Design Suite Premium

Normaly most users use autocad and a few use civil.

It seems that the license server first uses infrastructure licenses for autocad and therfore no licenses for civil are available.

Is there a way to specify the sequence in which licenses are used?

According to this:

http://usa.autodesk.com/adsk/servlet/ps/dl/item?siteID=123112&id=16981643&linkID=9240617

You may need to install Autocad from the Building Design Suite media in order for it to cascade in the order you want.

In the list above below AutoCAD 2012 (installed as a stand-alone product), Autodesk Building Design Suite Standard 2012 is missing. Therefore I still do not know if this behavior is intended....

Second problem is that we still use AutoCAD 2011 and I can not install it from Building Design Suite media.

Is there no way to set this sequence manually?

The only other way I know is to reserve licenses (using config file for flexlm) for the civil users. But then I would loose the advantage of having more AutoCAD licenses available when civil is not in use.
