Licence transfer utility does not recognise internet connection

Hi, I realise this is a newbie question, I dont use Autocad Map 3D but I work in support and have to install etc I was able to export the licence via the LTU with the following steps

This works fine for exporting with the register hotfix as I got the no internet dialog when doing so, I followed these steps

But when i went to new machine, it didnt work, I still receive no internet connection on import licence , it doesnt get me to signin, any ideas, do i need a new licence altogether??

Have you tried a second Windows-user-account? If possible that has admin-rights, Firewall disabled, Antivirus disabled, UAC disabled?

Have you tried simply activating?  You can get an activation code manually, if necessary.
