I am currently installing Inventor 2011. Can I continue working on the same computer in Inventor 2009
while downloading 2011?

This shouldn't be a problem. In fact, you can have both installed if you wish. But keep in mind that Inventor is not backwards compatible, so any files you migrate or create in 2011 cannot be used in 2009.
