i have two users trying to install a home license version premium suite 2013 on windows 8, just sits and spins according to one of them. searching old messages indicates to disable dot net 4 in setup.ini. this is kind of sketchy, not sure where or how far to start deleting lines when dotnet is referenced multiple times. update 2 specifically says it upgrades autocad and inventor 2013 to compatibility with windows 8, but how to install using the same install files that still will not install?

Have your user provide you with the installation log. It will help determine the failure.
