Error -13 indicates that your license file does not have the necessary SERVER header information at the top. You have obviously modified your license file inappropriately.
Your license file should start out looking like:
SERVER servername ethernet-address
USE_SERVER
VENDOR adskflex port=2080
You cannot append your Autodesk PACKAGE and INCREMENTS to an already existing license file if the header information is not compatible. Might double-check your license file for errors.
