Export Request Failed when using LTU

We're doing a fresh OS install on one of our engineers PCs and when trying to transfer the license we are getting this error.  A quick search shows the license was probably upgraded, though I don't quite understand what that means.  The issue really lies in the fact that the previous IT purchased this license, and it is likely tied to his email, as the engineer himself does not know of any Autodesk login.  I've tried to finding a licensing support contact, but the website will only point to the forums.  Is there anyway to actually get in contact with Autodesk?

Rather than using the LTU, have you tried simply activating it?  Do you know who your reseller is?

No, as it will be going on the same computer after it is nuked and the OS is reinstalled. I don't want to move forward with the risk of losing a license to such an expensive product.
