error message at start up- tool bar buttons and QAP problem

I get this error message at the start up of Revit 2011.

System.ArgumentOutOfRangeException: Index was out of range.  Must be non-negative and less than the size of the collection.

I didn't get this message before.  But since I tried to switch the software language with the Revit.ini file this message has been popping up. 

How do I get the Quick access panel back and the buttons in the tool bar to show up properly?
