error installing AutoCAD Civil 2015

Every time I try to install Autocad civil 2015 it always gives me two error messages:

1. Error 1719: "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

or

2. The handle is invalid #428

Hello. You appear to be having a Windows problem. There are scores of Windows Troublehooting posts on the net.

I would also re-download the program to make sure it’s not the installer files, and turn of Antivirus, just in case.
