I have just created a Revit Architecture 2011 deployment. I chose to "Skip Content Installation" because we have previously installed on a local machine, downloaded the content, and copied it to a network share.
There are several lines at the end of the Revit.ini file under the [ContentInstalled] section (see below). Do these refer to locations where additional content will be installed (i.e. with every client install)? Or are these paths to content that must be available for the client install to copy from?

5th Question is your answer.
"The Revit.ini file is located in C:\Program files\Autodesk\Revit Architecture 2011\Program.
It contains the path information for where Revit will look for content files"
