Hello, we are running Civil 3D 2012 on windows 7 - does this require local admin rights for users? Any insight would be appreciated!

You will need local admin rights to install it. In many cases Civil has historically needed local admin rights to run also. However, you might be able to run it under Power User privilege. All of my users have local admin rights on their machines.
