Civil 3D 2012 Error From Deployment

So there is an installer on a network and it runs good up until the Language Pack runs and returns 1603. The error in the local computer indicates that a zip file can't be unzipped on the network. I would think it would want to unzip to the local machine. I haven't been able to find anything on line that shows this as an error. There isn't an anti-virus program running currently on the computer. Any help would be apprecieated.

1603 is a very generic Windows install error

Autodesk has these of possible causes

Yep, and this one would have us going around in circles forever trying to debug over the forums. It appears the person who created the deployment pointed the Installation Path to the network location of P:\ instead of the local path of C:\Program Files\Autodesk\AutoCAD Civil 3D 2012

I'm guessing Windows Network security is stopping the unzipping of the files causing the 1603 error. It took me a while to connect the P:\ needing to be the C:\ folder. Only took me about 2.5 hours to figure it out.
