Central licensing for AutoCAD in 5 countries

Is it possible to have a central license management for AutoCAD running in 5 countries?

The EULA restricts this. I believe that this allows them to sell
software according to the cost that the local economy will bear, while
ensuring maximum profit in more mature markets.

It might be possible but that is up to Autodesk (not sure the reseller has
the right to decide) so you have to try to get an agreement with them.
Even though the EULA restricts it there can be exceptions especially if you
are a large customer.
