Very frustrating - Appreciate any assistance
I have uninstalled, deleted folders, deleted registry keys per Acad Instructions till I'm blue in the face. At 3 of 8, the Internal Error 2738 appears, select OK, Install bar progresses for awhile then ends with msg: Failed.

For those that exp same:
I was able to install C3D after uninstalling McAfee. I used a removal tool called MCPR.exe which removed all McAfee components. I was using info from TS45252 and Diagnostic start in msconfig (only service selected was Win Installer).
After restarting from msconfig I noticed that there was still 3 McAfee services running. This and frustration are what lead me to uninstall McAfee. C3D installed without a problem.

Thanks for the update. We always recommend that installations are started on the local hard drive with local admin rights, UAC off, and anti-virus disabled. Beyond that, there are typical issues resulting from prerequisite failures or including service packs with the install.
