What is the exact error message(s) encountered at the workstation. Also
check the log file and see if the startup attempts are registering. If they
are you are likely to see why the license was denied. If you do not see a
hit from the failed attempts you are not getting to the server at all. In
the later case, name resolution problems or blocked ports are often the
problem. Make sure that ping echoes the expected IP address.
