AutoCad Land Development Desktop 2i- License Error

Is there anyone from any part of this world who still care to solve this problem? Here are some infos:

- Autocad Land Development Desktop 2i is installed in one of the computers with software locking mechanism sometime in 2001
- Application has been re-installed twice in 2002 (virus infection) and 2004 (hardware replacement)
- Application has only been run using one account and never been tested using another one
- Two weeks ago a new user was assigned to the use the application with a different account and this is where the problem started (please see attachment for the error screenshot)

Q: Is this really the behavior for software license locking? If so, how could we transfer the license rights to the new user?

I found similar threads but its for different product.

Hoping for your immediate response to this inquiry.

It's the same problem, regardless of product. The licensing works the same.
For example:
http://usa.autodesk.com/adsk/servlet/ps/item?siteID=123112&id=4136850&linkID=2475323

I believe this is a problem where the user doesn't have sufficient rights to
the license directory on drive C.

Try logging in as the administrator, and see if the problem goes away. If
so, then that's it. You need to allow read/write access to the license
files.

They may be under C:\Documents and Settings\All Users\Application Data, or
possibly C:\C_DILLA.
