AutoCAD 2013 cannot open

After I installed the program and double-clicked the icon, it displayed a popup (The security system(softlock license manager) is not functioning or is improperly installed) and closed when I clicked "OK". After the next boot, AutoCAD closed itself during launch whenever I tried to open it. When I reinstalled the program, this cycle repeated. Following existing threads, I reinstalled AutoCAD under the local admin account and deleted the license files under C:\Program Data\FLEXnet in order to re-register. There was also a thread suggesting that I change permissions and move the license files, but I am not sure exactly how to do this (Windows 7).

You do this by right-clicking the file and choosing Properties.  Then you select the Security tab.  This will allow you to assign appropriate privileges.  Usually, I just give the built-in "everyone" account full access as well as ensuring that the system account does as well.
