Arch 2018 is stuck on the loading screen

When I updated from Arch 2016 to 2018, 2018 is stuck on the loading screen. For some reason that I do not know, I uninstalled all of the 2016 stuff and when I went to reinstall the 2016 edition (after uninstalling the 2018 edition) it does not load at all. I'm not sure if its because of my system (see Specs) or if its from Autodesk's non existent (at least to my knowledge) program validation (so that the program actually runs).

The 2016 edition launched in like ~5-8 seconds while the 2018 and the reinstalled 2016 nada.

Before anyone sends a link to the troubleshooting page; yes I followed everything to the T and it still does that. Also I did update to the latest version available including any updates.

Log in as a new user on the PC and start ACA2018: does it start?
