I am sorry to say, this can be a bad one. You have corrupt registry keys that have permissions stripped. If you navigate to the registry key and check permissions you can try to add them. The problem is, after you add the permissions, assuming you can add the permissions, the next time you run the installer, the error may appear again but for a different key. This could theoretically be on a hundred keys.
The time it takes to manually change these keys may be better served repairing or reinstalling Windows. This would certainly rebuild the registry to default.

This may take a long time to troubleshoot and you may never get a good solution. If you have the ability to reformat your machine quickly- some organizations can do this pretty fast, this may be your quickest solution as opposed to HOURS of tweaking reg keys.
