3ds Max 2012 performance Issues

While working on models over 40K Polygons Max becomes extremely sluggish when I start selecting anything. When I have the statistics toggle active I can see the FPS drop from the 200's down under 1 when I start selecting and dose not improve until clear the selection. After following many guides and how too's resulting in no improvement I completely refreshed my system. This a new installation Windows 7 SP1 fully updated, all software is also a new installation and fully updated, all drivers are fully updated. The issue is still with me so I am at a loss of what to do next.

I have tried the following sofar nothing has worked.

1. Reinstalled the OS with nothing but 3ds Max installed.

2. Disabled Crossfire and removed the second videocard.

3. Tried both the 32 and 64 bit 3ds Max

Using this Tutorial as a base line to keep this test consistent.
