2015 APDS Deployment Fails

I have used my deployment on several other systems without issues, but on this one system it does not install.  The installation starts, but after it completes the VB C++ 2005 (Redistributable) it stops.  No log file is created, however, when I look in the %temp% folder, I do see a log file "vcredist_x86_2005.log".  Toward the bottom of this file, it shows this 1708 error code:

I have tried/checked this:

uninstalled the Microsoft Visual C++ 2005 Redistributable and re-ran deployment.

UAC is set to never notify and Antivirus is disabled.

programdata\Autodesk folder has full control

Logged in as Administrator.

What can I do to figure out what is blocking this install?

You could install the prereq manually, then modify the setup.ini file to remove the check for the prerequisite.

I edited the deployment .ini file and added the "IGNORE_FAILURE=YES" line after the EXE_PARAM line in the VCredist2005 section.

Its seems to be installing now.
