Maya 2015 error submitting job to Backburner 2015

We have Maya 2015 installed and just installed Service Pack 1.  Submitting a job from Maya generates the following error:

Cannot create job: No connection could be made because the target machine actively refused it.

The Backburner Manager ver 2015.0.1.1688 is running on a windows 7 Pro 64-bit computer.

I have checked firewall ports = 3233 and 3234 are allowed

I have allowed following programs = maya.exe, mayabatch.exe, cmdjob.exe

Any ideas?
