Aggravating Fcheck problem on Windows

Any hints on how to associate "fcheck.exe" with maya *.iff files?  I've tried right-clicking on it and adjusting the properties, but after I navigate to the Maya2014/bin directory and choose "fcheck.exe" as the default program, the default program to open the files switches from "Maya" to "Photoshop".

 

I cannot force this association.  Any thoughts?
