Can I bring in images to overlay on surface?
I commonly have generic background image, then high quality image for project site.
Any way to add project area image on top of bigger one? Make the project image semi-transparent?

Yes, this is possible.
BTW, you can change the "stacking" order of those surface textures in the "Manage Surface Layers" dialog from the "home" ribbon...
sounds good, what is the method of making a coverage so I can bring it in?
I could not find anything on this in DG's or wikihelp.
I am familiar with making shapefiles and other gis formats using acad, arcmap, and manifold so I'm not new at this, but its always with linework, not images.
I have the world file for the image in question, but specifically what does aim want to consider the image a coverage?
