I am a complete newbie to cad. I am using the student program and want o design roads without the use of terrain data. How can I create a base layer to start working on.
I then need junctions T and cross, u turns pedestrian crossings. I am unable to access any of the program utilities as I cannot import the base layer

If you go to the National Map Viewer, you can download terrain for the area where you are putting your "project." It is all free.
Once you have that, you can do your design.
What I have done is just make a square polyline in Civil 3D, turn that into a surface and then use Imx_export to send it to InfraWorks. That gives you a starting point that is flat and at 0.
I'm sorry, but I don't know what might be different from the commercial version to the student version.
