Not entirely sure of the question but you can't create a map layout with title block etc as per screenshot. The only thing you can do in IW to produce a hardcopy is to take a screenshot as a snapshot and paste into another application.
You need to use Civil 3D/AutoCAD/Map3D to produce layouts as per the screenshot
