Show Long Theme?

I have a layer that has 18 different Themes.
In the Legend it only show the first and last theme unless you right click on the layer name and select Show Long theme. Then it will list all of the themes. Then in order for their representing colors to show next to the theme name you have to zoom.
I have it set so that the layer is initially expanded and shown in the map.
I was wondering why this is happening and how i can fix it so that all 18 themes are shown with their corrisponding colors from the start??

To fix this, I will mark the iconWasRequested property of theme to false, and set it to true only if "Show Long Theme" is enabled.
