Inherit permissions for a fusion site

I am using AIMS 2014 on Server 2012 - 64 bit. Is there a way to add security like you would with an ajax site so the user is prompted for a username and password. When I set permissions on a fusion site, the site does not load, nor does a login prompt appear. I have been told that Flexible Weblayouts (Fusion) do not have a login prompt

In the past, I have run an asp page that calls an Access database that is set up to match the users within the Administration users list. I get a 500-internal server error when trying to set permissions. I have this set up on Windows Server 2012 – 64 bit.
