Plotter Suggestions

Hi,
I've been given the task of finding a new plotter for our engineering department and am looking for some advice.
I need something that will be used for C size and smaller Black & White Drawings 95% of the time. The plotter needs to have color, but doesn't have to print any too quickly with it.
I'd like to keep the price under $3000. Any recommendations. I've been looking at HP, Canon, Oce and really don't know a whole lot about plotters so some insight would be greatly appreciated.
Also, if you can comment on the cost of ownership for any plotter you mention, that would also be greatly appreciated.

Matt,
A lot depends on the volume of work that you will be doing, but just taking a an educated guess as a retailer, any Oce will be outside your budget.
For a good machine at a decent price my suggestion would be to go for a canon, the IPF 650 will meet your needs and come out under budget.
HP is always a solid choice though usually they are expensive for what you get.
