YES your processor is OK
A very fast Core i5 or Core i7 or Xeon is the right choice - ONLY ONE processor !
A 4 cores processor is ENOUGH for any ACAD program ...
BUt the memory is very important (even crucial) : please 16 Gb is the right choice !
Even more if your plan to design very large project ...
Then a correct graphic card : price between 200-500 $ depending on your budget
If possible a SSD as primary disk and a fast SATA as secondary disk !

But this Xeon is "very" slow ?
You could eventually buy a faster processor with less cache memory : 8 Mb cache for example will not make a significant difference !
I don't know the price of precessor "in your country" but my choice would be a very fast Core i5 or Core i7 running at more than 3.2/3.4 Gh z with Turbo Mode up to 3.6-3.9 Ghz ...
