Timeline Wish List - force top layer as priority

Would it be possible to have a right click menu item such as 'Prioritise' that would force all edits/clips to use the top most layer of the timeline as priority? You would use this just prior to exporting a reel containing multiple timelines to ensure you are exporting the most recent version of each shot within.
